Not sure if this issue was resolved or not. But sounds like user issue. As I recalled maximum amount of user per NVR device is 5. So if you have 2 NVRs for 1 cam, 1 NVR works and the other one doesnt. Potentially at max user. Go ahead and delete the camera off the NVR #1 and see if you can see on #2
